Interactive Map of Minnesota Public School Districts

Minnesota law permits families to send their children to public schools outside their home school district, creating both opportunities for students and impacts on school district enrollment patterns. Enrollment is subject to parameters set by law and each receiving public school district. Each year, over 86,000 students participate in open enrollment (roughly 10% of Minnesota’s enrolled public school students). In 2023-24, the State’s general education formula attached $7,138 to each student, redistributing $613 million between districts as the result of open enrollment.

ISD First Aid’s interactive map of open enrollment provides a clear, school-district-level view of these enrollment changes for 2023-24. The map highlights which school districts are gaining students or losing students and the flow patterns as they relate to neighboring school districts. This tool is designed to help users explore enrollment trends and uncover key insights regarding their home school districts.

How to Use the Map

School districts that lost students overall in 2023-24 are shaded red. School districts that gained students overall in 2023-24 are shaded green. Hover over a school district to view its net student enrollment and its flows to and from neighboring/other school districts. Students attending public charter schools are included in these numbers but students attending homeschools or private schools are not.

Note: Open Enrollment, as defined by MDE, is an enrollment snapshot of all public schools (excluding charter, homeschool, and private school numbers) on Oct 1st of each year (not ADM). This map includes all public school districts (excluding charter) with open enrollment numbers greater than 10 students
